this script demonstrates change detection for homogenous clutter

 General theory is in [1] Section 12.4, but the maths can be considerably
 simplified by noting that the Maximum Likelihood Measure of <muA> / <muB>
 (when mu measures the sample mean of a gamma distribution) is described by
 an F distribution.
