 Compute orthogonal hermite polynomials coefficient n of H_n(x)
 H_0(x) is always unity.

 Source: Direct conversion of the corresponding Fortran program in
 S. Zhang & J. Jin "Computation of Special Functions" (Wiley, 1996).
