Function Synopsis

P = phase_distribution(Phi, rho, L)

function P = phase_distribution(Phi, rho, L)
Returns the Multilook Phase Difference for correlated channels
 Phi   - sample phase difference
 rho   - complex correlation
 L     - number of looks

 Phi can be a vector, rho and L must be scalar
 L defaults to 1 if not specified
